Prime Minister Mark Carney flew to New Delhi, sat down with Indian Prime Minister Narendra Modi, and the two leaders signed a series of historic deals, calling it a “new partnership” between Canada and India.
After years of strained relations between the two countries, this is a major turning point. And the good news? The ripple effects of this deal could touch your job, your family ties to India, your business here in Canada, and the broader future of the Indian diaspora in this country.
Why Did This Happen Now? A Quick Background
Canada and India have had a rough few years diplomatically. The headline deal is between Cameco, a Saskatchewan-based uranium company, and India’s Department of Atomic Energy. Cameco will supply nearly 22 million pounds of uranium to India between 2027 and 2035 to support India’s nuclear energy generation.
PM Modi himself called this a “landmark” agreement. Saskatchewan Premier Scott Moe said it would be great for northern Saskatchewan and for Canada overall. This deal alone is worth $2.6 billion and it positions Canada as a key energy security partner for India’s growing clean energy ambitions.
Jubilant Pharmanova: A $155 Million Investment in Quebec
Jubilant Pharmanova, an Indian pharmaceutical firm, will invest $155 million to triple production at its sterile injectables plant in Kirkland, Quebec. This is Indian money coming into Canada, creating more healthcare manufacturing jobs right here on home soil.
Elk Valley Resources: Coal Sale Worth Hundreds of Millions
B.C.-based coal producer Elk Valley Resources has signed agreements with four Indian steel companies to sell 1.2 million tonnes of metallurgical coal to India, worth approximately $285 million CAD. This is a significant export win for British Columbia, where many of our community members live and work.
McCain Foods: A $135 Million Expansion in India
In the other direction, McCain Foods, the Canadian frozen-food giant, will invest $135 million to expand its potato-processing plant in Gujarat, India. McCain already supports 2,500 Indian potato farmers and this expansion will create more local employment in India while strengthening Canadian business presence there.
Saskatchewan’s Pulse Protein Centre of Excellence
Saskatchewan and India announced a joint Pulse Protein Centre of Excellence focused on Canadian peas and lentils, crops that have been a sticking point in the relationship because India had slapped heavy tariffs on them in the past. While the announcement did not specifically mention tariff relief, the collaboration signals a willingness to work through these agricultural disputes together. This matters a great deal for Indian communities in Canada’s prairie provinces.
HCL Technologies: AI Centres and 2,000+ New Jobs
HCL Technologies, one of India’s largest IT companies, will open new AI centres in Calgary and Mississauga and expand its existing hub in Vancouver, growing its Canadian workforce from around 3,000 to over 5,250 employees. That is more than 2,000 new tech jobs being created in cities where a large number of our Malayali community already lives and works.
Universities, Scholarships and Education Partnerships
Several major academic partnerships were also launched as part of this visit. Universities Canada launched a new Canada-India Joint Talent and Innovation Strategy. Dalhousie University will partner with IIT Tirupati to establish an innovation campus.
The University of Toronto and McGill University will open Centres of Excellence in India. The University of Toronto also announced a $100 million scholarship program offering 200 fully funded scholarships for Indian students.
Additionally, McGill and Jubilant Bhartia Foundation signed an agreement to set up a Centre of Excellence in AI Education and Research in India, training 200 top graduates per year.
Security and Law Enforcement Co-operation
Both countries agreed to advance bilateral co-operation on security and law enforcement, with a focus on curbing the flow of illegal drugs, especially fentanyl precursors, and cracking down on transnational organized crime networks.
PM Carney also formally raised the issue of transnational repression with Modi, underlining that Canada will continue to take steps to protect its citizens from foreign interference. This is an important signal, especially for members of the Sikh community and others who have raised concerns about foreign government activities on Canadian soil.
The Biggest Announcement: A Free Trade Deal by December 2026
All of the above is exciting, but the most significant long-term development is this: Canada and India formally launched negotiations for a Comprehensive Economic Partnership Agreement (CEPA), with a target of completing the deal by end of 2026.
If achieved, this free trade agreement could more than double two-way trade to $70 billion per year by 2030, up from roughly $9 billion today. As PM Carney said after the meeting:
“These agreements are the beginning of a prosperous, new relationship that will offer generational opportunities to workers and businesses in both of our nations.”
